A property inventory is a written and photographic record of a rental property's condition, fixtures, fittings and contents. Prepared at check-in, referenced during inspections and updated at check-out, it provides a clear benchmark for changes during the tenancy.

An objective inventory protects landlords and tenants. It supports claims for tenant-caused damage, helps distinguish damage from fair wear and tear, and provides evidence for deposit discussions. Tenants also gain reassurance that they will not be held responsible for pre-existing issues or normal use.

An effective report should cover the whole property and everything supplied with the tenancy.

Detailed Property Descriptions
Record and describe the condition of walls, ceilings, floors, carpets, doors, windows, fixtures, fittings, furniture and furnishings.

Photographic Evidence
Add clear, date-stamped images of every room, supplied items, existing marks or defects, and external areas.

Exterior Features

Record the front door, locks, handles and entry systems.

2. Inspect the Property Room by Room
Work systematically, noting all surfaces, fixtures, fittings and supplied items.

3. Take Comprehensive Photographs
Photograph every room and any notable feature, defect or supplied item.

4. Check External Areas
Include gardens, garages, driveways and storage spaces.

5. Record Dates and Times
Use time-stamped photographs to strengthen the record.

Review the inventory with the tenant before the tenancy begins where possible. Resolve discrepancies, give them a copy, and obtain a signature or electronic acknowledgement. Keep the dated record with the tenancy documents.

A landlord, letting agent or specialist inventory clerk can prepare the report. Independent professionals offer impartiality, while inventory software can improve consistency. Whoever completes it should produce a clear, accurate and sufficiently detailed record.

In England, landlords and agents cannot charge tenants for inventory preparation under the Tenant Fees Act 2019. Similar tenant-fee restrictions apply in Scotland and Wales. Different rules may apply in Northern Ireland, so check the legislation for the property's location. In most cases, the landlord pays.

Treat the inventory as a working document. During routine inspections, compare current conditions with the check-in record to spot maintenance needs, excessive wear, tenant damage or other changes early, before they become larger problems.

Complete check-out after the tenant has vacated. Compare each area with the check-in report; using the same clerk and format can improve consistency.

Schedule the inspection and invite the tenant; follow the original report; photograph damage, missing items and cleaning concerns; record final meter readings; and assess cleanliness against the check-in standard.

Consider the property's age, quality, number of occupants, tenancy length and expected lifespan of each item.

What Is Fair Wear and Tear?
Gradual deterioration from normal use, such as minor scuffs, flattened carpet pile, faded paint or slightly loose hinges. These costs cannot usually be deducted from the deposit.

What Counts as Damage?
Deterioration beyond reasonable everyday use, such as broken tiles, large stains, cracked windows, holes in walls or burn marks.

Insurers do not generally require an inventory, but a detailed before-and-after record can support tenant-damage, contents and other insurance claims, as well as deposit negotiations. Clear evidence can make claims faster and easier to assess.

Clean and prepare the property; create the report; take photographs; test alarms and appliances; record opening meter readings.
